Thurston County Public Health and Social Services (PHSS) is recruiting for a Nurse Family Partnership (NFP) Manager for our Community Health Division.

Make a lasting impact in your community – one family at a time. As an NFP Manager, you’ll lead a transformative program that empowers families from pregnancy through early childhood. At the heart of the NFP model are trusted relationships between highly trained nurses and expectant parents, supporting them with care, guidance, and encouragement from early pregnancy until their child turns two.

In this vital leadership role, you will oversee a dedicated team and ensure the success of the NFP program through strategic planning, effective staff management, and strong fiscal oversight. You’ll manage complex budgets with diverse funding streams, navigate contracts and grants, and ensure compliance with reporting requirements. You’ll also shape the future of the program by setting impactful goals, building strong community partnerships, and occasionally stepping in for the Division Director as needed. Essential functions may include, but are not limited to, the following:

  • Plan, organize, and coordinate necessary research and training related to assigned programs
  • Assist in determining the division’s short- and long-range planning goals and budgetary requirements
  • Monitor expenditures and program performance against the approved budget and general cost-effectiveness standards
  • Establish and maintain effective working relationships with federal, state, and other local governmental agencies, academic institutions, industrial organizations, professional societies, and other groups
  • Work with various community agencies and groups for planning and development of services
  • Serve as department and/or County representative on various committees, councils and boards, including Thurston Thrives action team and work groups
  • Develop and monitor proper in-house visit protocols and procedures
  • Identify and prepare grant applications in coordination with other County departments for Board of Health approval and submittal to funding agencies
  • Responsible for grant and contract management, including ensuring that grant requirements are met; deliverables and outcomes are analyzed, achieved and completed; accurate files are maintained; and pertinent reports are submitted
  • Monitor, research, interpret, and implement procedural changes in response to legislative law changes
  • Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations

QUALIFICATIONS: 

  • Bachelor’s degree in Nursing or related advanced nursing education. 
  • Must be currently licensed as a Washington State Registered Nurse.
  • Five years of experience in professional environmental work including experience in budget preparation and program planning and implementation. A minimum of two years supervisory experience of nursing staff is also required.
  • Ability to use a personal computer and software packages to successfully perform the duties of the position.
