Definition: Within agency policies and as a collaborative member of the Accounting team, the Payroll Specialist works under the direction of the Accounting Supervisor with oversight from the Accounting and Finance District Manager. This role is responsible for performing technical payroll processing and record-keeping tasks for the District, including preparing, reconciling, and auditing payroll in compliance with policies and legal guidelines. The incumbent also provides support to other accounting positions as needed and assists with general accounting tasks, contributing to the overall efficiency and success of the team.

Hours: 40 hours per week – 100% FTE, requires occasional evening and weekend hours.
Status: Regular - Permanent full-time position

Essential Functions:
- Reviews employee electronic timecards for accuracy in accordance with the District’s employee manual and other policies related to time and pay. Follows up with employee and/or employee’s manager regarding any time and pay issues.
- Prepares and inputs payroll information to the County’s Workday payroll system based on Personnel Action Forms and employee electronic time sheets for month-end payroll.
- Inputs gross wage and benefits data into Excel payroll worksheets.
- Ensures benefit vendor warrants are paid accurately and timely.
- Prepares Payroll Distribution Reports and reconciles payroll and benefits.
- Prepares quarterly 941 and other tax reports.
- Maintains accurate and organized records, databases, systems and files.
- Prioritizes and plans own work activities. Uses work time and resources effectively.
- Prepares a variety of letters, memos, forms, reports, and other documents; operates computers utilizing a variety of software programs, including database and word processing applications, to produce documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Maintains accurate and thorough payroll records and files in accordance with Washington State best practices.
- Serves as a resource person for staff in their area of expertise.
- Maintains confidentiality in communication and workspace.
- Codes incoming mail cash receipts for cashiers.
- Provides backup for Accounts Payable as necessary, including preparation of daily bank deposit.
- Supports team members in accomplishing program and District goals and objectives.
- Provides back-up to other Accounting Assistants as needed for coverage and workload demands.
- Accurately completes and submits electronic timecard on a weekly basis as required.
- Commutes to the Courthouse as necessary to pick up and deliver payroll-related documents.
- Participates in and contributes to ad hoc committees, special activities, and assignments.
- Attends and participates in staff meetings and other assigned agency events.
- Responds to public health emergencies as required by the District.
- Participates in quality improvement efforts.

Education & Experience:
- High school graduate or equivalent;
- Completion of two college level courses in bookkeeping or accounting course work through an accredited college or technical school;
- Three years of double-entry bookkeeping/accounting experience in a fiscal office.
- One year of additional bookkeeping or accounting experience may be substituted for the education requirement provided the incumbent demonstrates the required knowledge, skills, and abilities.
- Additional college level course work may be substituted on a year-for-year basis for up to one year of the experience requirement.
Preferred Qualifications:
- Associate degree in accounting preferred.
- Public sector accounting experience also preferred.
Licenses, Certificates, & Other Requirements:
- Performance of job duties requires driving on an occasional basis, a valid Washington State driver’s license, and proof of appropriate auto insurance. The incumbent may choose to use a personal vehicle when a District fleet vehicle is not available, but use of a personal vehicle is not required for this position.
