Youth Cannabis and Commercial Tobacco Prevention Program
 
The Position: Under the general supervision of the Chronic Disease Prevention Program Manager, the Healthy Communities Specialist, in the classification of Public Health Educator or Community Liaison, will support the District’s efforts in preventing youth cannabis and commercial tobacco use. The incumbent will participate in a regional initiative sponsored by the Washington State Department of Health. This effort includes working closely with community partners in Jefferson, Clallam, and Kitsap Counties. This work is focused on planning and implementing policy, systems, and environmental change strategies, and includes outreach and education to policy makers, youth, and stakeholders. The incumbent will be skilled in leadership and collaboration and will focus on the development, facilitation, and implementation of regional youth cannabis and commercial tobacco prevention programs.

Hours: 40 hours per week – 100% FTE. This is an in-office assignment. The incumbent will report to the district offices located in the Norm Dicks Government Center in downtown Bremerton, Monday through Friday, 8:00 a.m. until 4:30 p.m.

Please note: The incumbent is expected to be available during the agency’s hours of operations and some evening and weekend work may be required for public meetings and/or other associated events. A limited hybrid telework arrangement may be established as mutually beneficial after adequate onboarding and sustained successful performance, generally after at least three months. 
 
Status: Regular status, full-time position.

Essential Functions:

  • Facilitates stakeholder groups in assessing, designing, planning, implementing, and evaluating strategic initiatives.
  • Aids existing community groups, coalitions, boards, and service providers to increase their capacity to develop community health programs and implement community-level strategies.
  • Facilitates and achieves grant deliverables by focusing on policies, systems, and environmental changes.
  • Promotes inclusive strategies to engage multiple sectors of the community.
  • Acts as a consultant both internally and externally to promote youth Cannabis and Commercial Tobacco use reduction.
  • Works closely as a team with co-workers, statewide leaders, and community.
  • Participates in all meetings, training, and conference calls as required.
  • Responsible for grant management, budgeting, reporting, and evaluation. Grant administration duties include monitoring expenditure and reporting in accordance with grant-specific requirements.
  • Maintains knowledge of policies, procedures, grant requirements and performs duties in accordance with applicable regulatory and grant requirements, regulations, and accreditation standards.
  • Actively assists and participates in developing and distributing communication documents created for the funders, stakeholders, and/or community members highlighting the success of our work. 
  • Prepares public health information, letters, memos forms, reports, and other documents; operates computers utilizing a variety of software programs, including database and word processing applications, to produce documents with clearly organized thought using proper sentence construction, punctuation, and grammar. 
  • Identifies resource requirements and assists in the development of yearly budgets.
  • Conducts staff and community meetings. Makes presentations to community groups and other as needed.
  • Accurately completes and submits electronic timecard on a weekly basis as required.
  • Works both independently and within a collaborative team-oriented environment; contributes openly, disagrees respectfully, understands the ideas of others, listens well, and works for consensus.

  • Performs other duties as assigned.

Education & Experience:

Public Health Educator
  • A bachelor's degree preferably in health education or equivalent; and
  • At least one year experience in public relations, community organization and/or health education or an equivalent combination of experience and education.

Community Liaison 

  • A master's degree in public health or another health program related directly to the position; and
  • Two years of professional experience in a public health capacity providing program leadership and community liaison activities. 
OR 
  • A bachelor's degree involving major study in public health or a closely related field; and
  • Four years of professional experience in a public health capacity providing program leadership and community liaison activities.


Please note: Any equivalent combination of education and experience may be qualifying, provided the individual’s background demonstrates the knowledge, skills, and abilities required.
 
Knowledge of youth development and substance use prevention is required. Experience working with community partners to support and develop associated programing is required. Ability to comfortably communicate with key decision makers on complex and controversial topics is also expected. 
 
Degrees must be from appropriately accredited institutions. 

Licenses, Certificates, & Other Requirements:

  • Performance of job duties requires driving on a regular basis, a valid Washington State driver’s license, the use of the incumbent’s personal motor vehicle when a District fleet vehicle is not available for use, and proof of appropriate auto insurance.
